Arizona: Bill authorizes 5,000 new private beds

Highlights and status as of Thursday of nine budget bills that the Legislature sent Gov. Jan Brewer on Aug. 20 to close a $3 billion shortfall:

• CRIMINAL JUSTICE (HB2010): Provides additional funding for Department of Public Safety by diverting money from the State Highway Fund and the Highway User Revenue Fund. Uses existing surcharges on defensive driving classes to pay for DPS crime lab operations. Authorizes sale or refinancing of prisons and other state facilities to raise $735.4 million. Seeks proposals for 5,000 new private prison beds in Arizona. Authorizes DOA and DOC to award a concession agreement allowing private companies to pay $100 million to operate state prisons. Increase adult intensive probation fee and probation caseload ratio.
